This highly visible step was preceded by an increasingly dynamic reassessment of nuclear power in many countries, particularly in Europe. The European development, including the decision to include nuclear energy in the taxonomy regulation of climate-friendly technologies within the framework of financial market regulation, probably even caused the difference between earlier climate conferences and COP28 in the United Arab Emirates, despite the US initiative. Despite the activities of the USA, China and Russia, the visible shift in sentiment there in favour of nuclear energy was largely due to the repositioning of many European countries on nuclear energy in the context of climate policy, energy security and strategic energy independence.
